UNC system should change enrollment money formula

RALEIGH, NC (AP) — The Legislature’s watchdog agency says the way University of North Carolina campuses calculate how much money they need to teach more students is error-prone.

The Program Evaluation Division presented a report Wednesday on the formula for 15 of the 17 campuses that led to an increase of $386 million in funding over a five-year period. The report says the formula lacks proper documentation and creates inaccurate funding requests. The report also says the formula doesn’t reward schools for academic performance.

The findings come two weeks after the UNC system said it’s considering whether to tie enrollment growth funding to academic performance. The report recommends the General Assembly require that performance element.
