Neighbor recounts shooting near his home in Delco
DELCO, NC (WWAY)– A blown out front window, broken glass strewn on the front walkway, a car door left jarred. That is what is left of a standoff between a couple and five sheriff deputies.
“I heard glass shattering, I heard a lot of commotion, down here, I heard the police yelling to come out with his hand up first,” said Jordan Kelly, a nearby neighbor.
Kelly recounts the moments right before 8pm Tuesday at 264 Kelly’s Plantation in Delco.
Sheriff’s deputies came to serve Dale Dougles Malpass an outstanding traffic violation warrants but Malpass was not taking visitors.
“He did not surrender, I heard that much. They had to go inside and get him,” said Kelly.
When Sherrif’s deputies approached the home, authorities claim that Malpass, and 38-year-old Sallie Ann Hewett, fired at them with a 12-gauge shotgun from inside the residence.
Kelly saw all the action with his own home surveillance cameras.
“I saw two cops pull up, and they started to run up here where we are. I knew something was up,” said Kelly.
Kelly says he saw more than 30 law enforcement officers go inside and break down doors and windows. Despite all the law enforcement, Malpass was equipped to deal with them.
“I saw him with a gas mask running down his home. They teared gas him. I heard an officer say they have not used tear gas in 19 years,” said Kelly.
They are both charged with five counts of assault on a law enforcement officer with a firearm.
Malpass is being held without bond. Hewett is being held on a 100-thousand-dollar bond. Kelly is glad that his noisy neighbors are locked up.
“Oh, I’m excited. I’m glad he is gone; everyone around here is glad he is gone. He is down here 12, 1, 2 in the morning making noise in his van. Nobody here can get some sleep for work,” said Kelly.
Malpass and Hewett appeared in Court on December 3rd, 2025. Malpass is being held without bond, and Hewett’s bond remains at 100-thousand dollars. Both were appointed a public defender.
