WILMINGTON, NC (WWAY) — A 50-year-old Virginia Beach man has been charged with felony stalking and multiple related offenses following allegations that he repeatedly harassed a woman in violation of a court-issued domestic violence protective order, according to court records in New Hanover County.

Kevin Daniel Radford, a 50-year-old male, is accused of unlawfully and feloniously stalking a woman, according to a warrant issued March 24, 2026.

Allegations

Court documents state that on or about March 13, 2026, Radford allegedly harassed a woman by repeatedly texting and calling her without a legitimate purpose. Prosecutors allege the conduct occurred on more than one occasion and was intended to harass or intimidate the victim.

Authorities further allege Radford’s actions violated an existing domestic violence protective order issued in New Hanover County, entered on September 5, 2025, and valid through September 5, 2026. The order is classified as an adult domestic violence protective order (DVPO).

Officials say Radford knew or should have known the conduct would cause substantial emotional distress and fear of continued harassment.

Additional Charges

Radford faces multiple related charges across several cases, including felony stalking, cyberstalking, and multiple alleged violations of a domestic violence protective order.

Court Proceedings and Conditions

Radford is scheduled to appear at the New Hanover County Courthouse, Courtroom 100, on July 2, 2026, at 2:00 p.m., with a separate court date set for July 16, 2026, at 9:00 a.m. in Room 302.

He is being held under a secured bond of $680,000 with special conditions, including no contact with victims or witnesses and compliance with electronic monitoring.

Court documents also note a history of domestic violence as part of the bond decision.
