City settles lawsuit with slain teen’s family
WILMINGTON, NC (StarNewsOnline) — With a unanimous vote Tuesday night, city leaders agreed to settle a lawsuit filed by the family of a slain teen, gunned down in a dark city-owned parking lot nearly three years ago.
The Estate of Joshua Proutey, managed by his parents Patty and Don Proutey, will receive the settlement. City spokeswoman Malissa Talbert said the amount had not been ratified late Tuesday.
The settlement brings to a close a saga that began the night Joshua, 19, left his job at the Hannah Block Historic USO/Community Arts Center, 118 Second St., and was confronted by three men bent on committing a robbery.
