Council goes against Planning Board, approves another car wash on Carolina Beach Road

WILMINGTON, NC (WWAY) — Another car wash will soon be coming to the City of Wilmington.

The H2 Turbo Express Wash will be built at the intersection of Carolina Beach Road and Independence Boulevard.

City Council voted 4-2 to rezone the property at 3819 Carolina Beach Road to allow for a 4,160 Square-Foot vehicle wash. It is located right next to a vacant lot which is also zoned specifically for a car wash.

Wilmington residents have pleaded with city leaders to limit this type of construction, and the Planning Board recommended voting against the rezoning, saying a car was was not compatible with the city’s Comprehensive Plan.

Councilmember Neil Anderson argued that government should not be able to pick and choose which businesses are approved or denied.

“It’s just classic big government versus the risk takers, the capitalism, the people who are out there willing to take a chance,” Anderson said. “We ought to be able to work with them like we have in this case to flip the building, it’s going to be good looking.”

Wilmington Mayor Bill Saffo also voted in favor of the rezoning.

“With the amount of growth that we’re having in that part of the city with Riverlights, probably the largest subdivision in the city, and the amount of people that would have cars that would be able to wash those cars in that particular area, I thought was appropriate instead of having people drive all the way down to Monkey Junction,” Saffo said.

Council does have the power to revoke the car wash zoning for the adjacent property at 3821 Carolina Beach Road if it chooses to do so, because the owner of that property has not begun construction since rezoning there was approved in 2018.
