Fugitive charged in officer’s slaying arraigned

COVENTRY, R.I. (AP) – A wounded fugitive wanted in connection with the fatal shooting of a police officer in North Carolina has been arraigned after being captured in Rhode Island.

Irving Fenner appeared for his arraignment at state police headquarters Wednesday night in hospital scrubs and a sling. He was ordered held without bail.

Fenner is charged with first-degree murder in connection with the death of Shelby police Officer Tim Brackeen.

State police say they tracked Fenner to an apartment in Coventry, where he surrendered peacefully early Wednesday.

Fenner was taken to a hospital for treatment of a gunshot wound that authorities say he suffered during Saturday’s shootout with Brackeen.

Three people accused of helping Fenner in Rhode Island were also arraigned Wednesday night.
