SUNSET BEACH, NC (WWAY) — The husband of a Sunset Beach town employee is charged with stalking following an incident at town hall.

Johnny Odell Anglin, 58, is the husband of Town Administrator Lisa Anglin.

According to the police report, several council members and town officials were in the closed meeting on January 25 at the police department, when an employee noticed a car driven by Johnny Anglin kept slowly circling the parking lot.

Anglin, also known as Dale in the report, allegedly pulled in and parked in different parking spaces, while looking toward a male employee’s office. According to the report, “after staying parked for several minutes, he would back out that parking spot and repeat the process.”

Around noon, another employee asked a police captain to escort her to her vehicle because of the car that was circling the lot, but once they noticed Dale parked behind her vehicle she was told to go back inside the building until they could figure out what was going on.  The captain then notified the police chief.

At the same time, the male employee whose office Dale was allegedly looking toward, was leaving for lunch when he stated Dale made an obscene gesture.

When that male employee returned, Lisa Anglin allegedly apologized to him for her husband’s ‘childish’ actions.

Several witnesses stated that this was an intimidation tactic that left them on edge and nervous and that the actions during the closed session meeting made them feel threatened.

This week, Lisa Anglin was given a written warning by council regarding her performance over a list of directives she gave police, stemming from that closed session meeting in January.

Anglin wanted officers to complete a minimum amount of traffic stops per shift and travel a minimum amount of miles per shift.

Those changes were rescinded, but not before catching the attention of the North Carolina Police Benevolent Association.

The organization wrote a letter to the town expressing their concerns with the request and a representative spoke during public comment at Monday night’s council meeting.
