NCDOT releases updated State Rail Plan for public comment

RALEIGH, NC (WWAY) — The North Carolina Department of Transportation Rail Division has released its updated State Rail Plan and is asking for public input.

The plan is designed to help identify needs and guide public investment in North Carolina’s passenger and freight rail network.

“Updating this report helps us strategically plan for the future of North Carolina’s passenger and freight rail systems,” said Jason Orthner, rail division director at NCDOT. “Public feedback is essential to ensure we’re supporting a rail network that serves and benefits all North Carolinians.”

According to NCDOT, the 2025 State Rail Plan outlines a long-term vision for the state’s rail system and aligns rail development with broader state transportation goals and policies. The plan addresses both passenger and freight rail needs and emphasizes rail’s role in economic development.

Key initiatives highlighted in the report include continued development of the Southeast Corridor, including the NC By Train Piedmont and Carolinian routes, aimed at improving and expanding intercity passenger rail service. The plan also calls for additional grade separation and crossing improvement projects to increase safety statewide.

Other priorities include expanding access to ports and inland freight facilities, along with improving passenger and freight rail facilities across the state to support increased rail activity.

The State Rail Plan also estimates future funding needs required to meet growing rail demand and strengthen the rail system’s economic contribution to North Carolina.

Public comment on the plan is open through Jan. 20, 2026. Those interested can review the report and submit feedback through NCDOT’s Public Input website.
