Topsail Beach town manager resigns, citing shift in political direction

TOPSAIL BEACH, NC (WWAY) — The town manager of Topsail Beach has announced his resignation, citing changes in the town’s political environment and governance priorities.

In a letter submitted to the mayor and board of commissioners, Town Manager Doug Shipley said his resignation will take effect August 29, 2025, in accordance with his contract’s two-month notice requirement.

“It has been a privilege to serve this town, its residents, and its dedicated staff,” he wrote. “Together, we’ve made meaningful progress in areas such as infrastructure planning, fiscal responsibility, technological advancement, and civic engagement—progress I remain deeply proud of.”

He noted that while the town’s evolving political climate reflects the will of the community and its elected officials, the new direction differs significantly from the goals and framework under which he was originally hired.

“I believe it is in the best interest of the town—and in keeping with the spirit of leadership continuity—for someone new to carry out the vision now taking shape,” the letter stated.

Shipley pledged to support a smooth transition and help onboard his successor, including preparing documentation and ensuring continuity for current projects.

Shipley was previously the assistant county manager in Pender County before taking the job in Topsail Beach in 2022.
