‘Worst offender’ makes first appearance on probation violation charge

WILMINGTON, NC (WWAY) — A man Wilmington’s police chief called one of the city’s “worst offenders” made his first appearance in court this morning for a probation violation.

Rashawn Hines was convicted last week for resisting an officer. Investigators say that and a missed curfew violated his probation.

Hines is under a $500,000 bond and is due back in court next week.

The 19-year-old has been assigned a public defender.
