(WWAY) — Tropical Storm Debby is still lamming the Carolinas with heavy rain on Thursday. In the Cape Fear, some places received as much as 15 inches of rain that fell over the course of Tropical Storm Debby. That led to flash flooding, causing many roads to become impassable.
