Two Wilmington Council members appointed to CFPUA board

WILMINGTON, NC (WWAY) — On Wednesday, the Cape Fear Public Utility Authority board swore in two new members from the Wilmington City Council Board.

Council members Chakema Clinton-Quintana and David Joyner were appointed to replace former City Council members Charlie Rivenbark and Charlie Rivenbark Senior.

Clinton-Quintana was elected to the Wilmington City Council in November of 2025.

Joyner has served on the city’s council since 2023.

CFPUA is administered by an 11-member board appointed by the Wilmington City Council and the New Hanover County Board of Commissioners.
