The Carolina Beach Mayor has declared a state of emergency as rain continues to fall in the area related to a potential tropical cyclone. Carolina Beach Mayor Lynn Barbee posted on Facebook just before 11 a.m. on Monday saying he issued the emergency declaration after speaking with town staff, council, and the town manager.
